Most hydro and coco growers sit somewhere in the mid-fives to low sixes, and let the number wander a little inside that band so each nutrient gets its window. Soil usually runs a touch higher. The chart from your nutrient brand is the rule for your system — pH up and pH down are only the tools that take you there.
There is no millilitres-per-litre figure that fits every tank. Buffering in the water, the nutrient load and the strength of the bottle all change the result. Start with a few millilitres in a full reservoir, circulate, wait a few minutes, then test again. After two or three reservoir changes you will know your water's habits, and the dose becomes a one-step routine.
You can in an emergency, but the number will not stay. Kitchen acids and bases are weak and get used up quickly, so pH snaps back within hours. Those swings bother roots more than a slightly off but steady reading. Purpose-made adjusters cost little, come concentrated, and hold.
A slow climb is normal. As plants take up nutrients, the solution's balance shifts and pH tends to rise, more so in a recirculating system. If it races up every day, check your source water, how you top up, and how clean the reservoir is. Small, regular hits of pH down beat one large dump.
